Roll Call – Mayor Carnicelli, Councilor Jacobs, McNabb, Hunter and Dempsey –Present.

Staff Present – John Salomone, City Manager; Tom Leone, Corporation Counsel; Debby McCormick, City Clerk, William Lupien, Superintendent of Engineering Services, Bea O’Hora, Comptroller.
Pledge of Allegiance to the Flag –  James Macholl and Allie Signorelli third grade students at Herman Elementary School lead the pledge.

City Manager’s Report
The City Manager reported the following:
?       Updated Council on discussions regarding the state pension and its’ impact on the city budget.
?       The West Genesee St. project has been given the green light by the DOT for bidding after May 5.
?       Update on Geothermal project.  Drilling is moving along
?       The Skateboard Park is open for the season.
?       Street sweeping has begun.


Public to be heard –
Dave Smith of 15 Caitlyn St. spoke of his concerns about possible rezoning on Grant Ave and effects on his neighborhood.

Report of City Officials – None

Committee Report –
Mayor Carnicelli reported on the two public meetings held this week regarding the State St. Mall design.  Councilor Jacobs also commented.

Presentation of Petition and Communications - The City Clerk read.

Mayor Carnicelli asked for Council agreement to move items 11a and 11b up on the agenda.  All agreed.
Resolutions
Council Resolution #62 of 2003 determining that the proposed actions, the reconstruction and resurfacing of the City’s existing streets, including Genesee Street, are Type II Action for purposes of the New York State Environmental Quality Review Act.  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Council Resolution #63 of 2003 determining that the proposed actions, the 2003-2004 Road Improvement Program, are Type II Actions for purposes of the New York State Environmental Quality Review Act.  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Ordinances –

Bond Ordinance #3 of 2003 of the City of Auburn, New York, authorizing the issuance of $7,000,000 Serial Bonds to finance the cost of the Genesee Street Reconstruction Project.   Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Bond Ordinance #4 of 2003 of the City of Auburn, New York, authorizing the issuance of $900,000 Serial bonds to finance the cost of the 2003-2004 Road Improvement Program  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED
        
Bond Ordinance #5 of 2003 of the City of Auburn, New York authorizing the issuance of an additional $200,000 Serial Bonds to finance additional costs of the purchase and installation of water meters.  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Resolutions

Council Resolution #64 of 2003 authorizing the City Manager to advertise for bids for the 2003 Road Improvement Program.  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Council Resolution #65 of 2003 supporting Senate Bill 201, the State and Local Aid and Economic Stimulus Act of 2003.  Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Agreement Resolution #66 of 2003 authorizing the Mayor to enter into an agreement with Barton & Loguidice (B&L) to prepare all the necessary documents to support the City’s request for reimbursement of expenses incurred with the Landfill Gas Project. Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Council Resolution #67 of 2003 authorizing the Mayor as the official representative to act in connection with any application between the City of Auburn and the State of New York for grants to fund the City’s Landfill Gas Utilization Project.      Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Council Resolution #68 of 2003 authorizing the City manager to advertise bids for fire hydrants for the Department of Public Works/Water. Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED
        
Council Resolution #69 of 2003 authorizing the City Manager to advertise for bids for the Arterial Greenway Project. Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Council Resolution #70 of 2003 authorizing the City Manager to advertise for bids for the Genesee Street Reconstruction Project. Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – aye. PASSED

Other Business –
Mayor Carnicelli asked for the status of items from last weeks recap.  Mr. Salomone reported that the issue of Mann St. becoming a one way street was referred to the Police Department and the issue of truck traffic on Dayton St. was resolved as well.

Councilor Jacobs commented on the following:
?       Asked the City Manager to look in to the process of foreclosure to see if a committee could be formed to look at turning property over to Habitat for Humanity.
?       Asked Corporation Counsel to draft legislation to provide extended benefits to employees called to active duty.
?       Reported he had several calls from residents complaining about the lack of flags hung on city property.  He asked that the large flag be placed at City Hall.
?       Invited public and employees to attend the Firefighter’s Memorial Service at 7PM at Willard Chapel on Friday.

Councilor Hunter commented on the employees called active duty benefits issue.  He also read from the Dewitt Times regarding the retirement system issue.

Mayor Carnicelli commented on Mr. Maxwell’s letter regarding animal control and asked Councilor McNabb to keep moving along with the committee on nuisance animals.
